So does your Pi detect the BT dongle? Please upload the logs as chewitt mentioned
CSR should be "Cambridge silicon radio", I use the same bt dongle at my RockPro64. So it should work, if it doesn't some driver is probably missing.
The led only lights up when you're looking for devices & if you've enabled Bluetooth in LE settings. You did this?
Bub4 tvheadend should work flawless, I've upgraded my old 9.x build too with one of my images but that said I'm the one to face the music on my system 
A clean installation and restore should work fine as long as the addons come from official repos which offer Python3 compatible versions. The main reason why I recommend a clean install is that a lot of config files I provide have been updated, also config paths, symlinks... else & old version will interfere with that. Also you can only update old LE-RR builds because they have a partition size of 1024MB. But as I said this will lead to serious problems unless you're not in mood to dig through roughly 1000 commits of changes.

ElBoluTony you probably know how to run custom scripts & use the terminal? If so then I would use as pro guinea pig 
Beside that the core list should be the same but the cores are compiled for ARMv7 + NEON now which should speed things up in case someone wants to pull in buildbot stuff. Even though it's more useful for cores not included in my builds, the included ones should be at least as fast if not faster since they are build with optimised build flags matching the platform/device.
I've updated the images, please test the new RPi4 one LibreELEC-RPi4.arm-10.0-RR-20210322-b3e770a.img.gz also please delete the old retroarch.cfg file, I've overhauled the package and it should now grab cores for ARMv7 with NEON extensions if you use the online updater to pull in additional cores.
Beside some package bumps it includes recent updates for moonlight-qt based on [RPi] RPi4 video HEVC/h.265 glitches · Issue #553 · moonlight-stream/moonlight-qt · GitHub so please test again and send me the log files for h.264 & hevc/h.265 so I can pass them cgutman (the moonlight dev).
Sounds like the mesa drivers for the broadcom gpu need quite some work too if N64 games don't run at full speed too. Well hopefully this will steadily improve once a majority uses oss drivers.
Since you've mentioned it, could you run Retroarch with ALSA backend configured in settings addon & use alsathread instead of alsa as audio driver?

IFAIK moonlight-qt doesn't support HEVC on the RPi4 because the HEVC decoder is stateless.

I've pointed the moonlight dev to the patches LE uses and he made use of them to fix this, well of course you need a patched FFmpeg version too but technically RPi should probably work if he adjusts the missing bits like he did for RK.
Beside moonlight-qt: did you run into any major isses at Emulationstation, Retroarch or Pegasus? Could you test some stuff like N64 which uses GLES? It would be interesting how fast games run, you can enable the fps counter by pressing F3 btw.
Still testing, the default is HEVC, and yes, is all garbled, but h.264 at 1080/60 lags and insert a couple of black frames.
It's not an issue for me actually, but as i said, i'm testing.
Before i report some kind of issue, i make sure that i've tried everything i know to solve it, or at least pinpoint the problem.

Same as above, beside that you can try to change the video decoder to h.264 in monnlight-qt settings. Maybe the HEVC/h.265 decoder is quirky

Hi SupervisedThinking, i'm testing on a RPi4, so far, only a video stopped playing once, HDR at least is shown as active, but couldn't make Moonlight work, also didn't find the moonlight.py browsing so far.

For every Kodi playback related issues this is the wrong place. If moonlight did not start then upload the logfiles, since I don't own one I'm groping in the dark if it comes to RPi4 issues.
Maybe this will ease some things for you but first you have to read the according Wiki. Then it should be pretty much straight forward:

About the "firmware" & "roms":
firmware = "operating system of the console"
rom = actual game
So some emulators depend on a firmware file to emulate the console and need them beside the rom. Some don't need the firmware because they emulate it too and only need the rom. But this always differs from case to case.
But beware... technically you have to dump your roms from your game cartridges or create images of your game media like cd or dvd-rom. Downloading from the internet is often not legal, it might be a grey zone if it comes to abandonware.

Well the AMLG12B build is a stripped down & optimized AMLGX build. So technically all AMLGX builds will run on S922X/A311D boards to. It only builds the panfrost Mesa driver & GCC optimized the build for big.little A73.A53 cores.
But the main problem is that the AXG (iirc) audio driver is faulty, Lima does not run Qt stuff (at least it did not start when I did some sort tests) and my s905X board tends to try to fry my speakers by creating randomly static blasts & noise.
Beside that the video decoders are still unfinished and so there is no use as a daily driver at all.
So if you want to tinker a bit feel free to build images yourself, they should compile fine but offering them as download doesn't make sense from my perspective. Whoever fix something... PR welcome.
The AMLG12B builds however have way fewer audio problems and since the SoC outclasses the competition it's worth to offer builds for the N2+ / Vim3. However the video decoder still are incomplete & the panfrost driver is not as fast as libmali.
