Not sure if this is useful but I had the same issue just now with 19.2 on a microSD card using the libreelec USB-SD creator. I was updating from an earlier version. I ran the program again, rewriting the SD card with the same image I had previously downloaded and the boot up went fine.
Maybe there was a glitch in the initial copy process.
