Just rebooted and taked the stats! Kodi is doing nothing and system is totally idle

I'm wandering why the cpu frequency of my rpi2b with libreelec is always at its maximum.. Even if kodi is doing nothing at all!

Config.txt:

arm_freq=1000
sdram_freq=500
core_freq=500
over_voltage=2
arm_freq_min=400
sdram_freq_min=250
core_freq_min=250
initial_turbo=10
temp_limit=80
boot_delay=0
disable_splash=1

Watching for this file it always contains the value "1000000"
/sys/devices/system/cpu/cpu0/cpufreq/cpuinfo_cur_freq

The governor: "ondemand"
/sys/devices/system/cpu/cpu0/cpufreq/scaling_governor
