Not sure if you using the Luniticz Pluto tv version or the slyguy plutotv version.
It appears the slyguy Pluto tv add on is having similar issues. Here is the Kodi forum link to the slyguy version:

After I went through the create edid process, I used the following command to check the contents.
edid-decode ~/.config/firmware/edid/edid-HDMI-A-1.bin
Change to edid-HDMI-A-2.bin if checking second hdmi port

I am running
Hardware: Raspi 4B 4GB, Hauppauge WinTV Dual
Software: Liberelec 10.0.0, TVheadend 4.3I am not sure if yours is a new problem since upgrading but if not, I have always had to run the WinTV Dual tuner in a usb 2.0 port and set all the Muxes’ EPA Scan settings to disable under the tabs Configuration, DVB Input, Muxes

In the process on providing the info, I reupgraded and cycled power on the projector and now it has cleared up.

I upgrade to 10.0.1 and it appears the display is showing the right most column or two on the left. I am using 1080p resolution. This appears to be the same problem reported last year but I had thought it was fixed as I did not have the issue in 10.0.

I have the setup you are looking to with LE10. I do use tvheadend 4.2 for the server but not sure if it matters. if you are using the North America version of the haupagge dual tuner, I have found I needed to disable, in tvheadend, all locations were Ota epg could be requested. To ensure future readers do not get discouraged from using the hauppauge tuner and to close out my efforts on using the hauppauge dual tuner on the RPI4, I upgraded to Libreelec 10 and the tuner is now working as it did on the rpi3. I have converted over to using only the RPI4 for both tvheadend client and server on the RPI4 . Make sure to disable all locations in tvheadend where ota epg is an option. New LE user. New Pi3B+. Using current version, LE9.2.6.
It would be nice to know if my hardware is up to date so that I can eliminate old firmware if I have issues.
I'm not sure if I have to run Raspbian to run rpi-update to keep my new PI up to date. In terms of the current version, here's what I have:

You do not need to update firmware with rpi3. Just load le9.2.6 and all good

Powered Hub coming amazon tomorrow. Will try both modes. Already used both UAB ports. Have a good antenna already, have a high-end RG6 4 shield cable, pointing at CN tower, about a mile away, from up 100 feet in a condo.
How do you disable one tuner, other than through the tvh software which likely doesn't turn it off, it just doesn't use it?
That's why I'm wondering if I have purchased a defective tuner. I would feel stupid buying another one and having the same thing happen, hence my post asking for one that everyone agrees just works.
JO above talked about the the Si2151 as being a very compatible tuner, but I can't find it anywhere to buy.

I think your hauppauge is not defective. Mine with the RPI4 has the exact problem. I am not sure what the cause of the problem. I was upgrading from a rpi3 which, although finicky, worked with the tuner. I also tried all the suggestions you have read. I ended up keeping the tuner connected to the rpi3 and used the RPI4 TvhClient addon to access. Thinking I just needed to wait for the development to catch up with the RPI4. I was reading this thread to see if the issues were fixed before trying again. Thanks for working on it.
If you want a solution now, I know the rpi3 works with this tuner when purchasing the hw acceleration license. I am not sure if buying a rpi3 with a license is still an option but it may be the cheapest option. Make sure not to enable ota epg as it caused me problems again. I have experienced all the issues listed by everyone. I guess I am an experienced user. All the listed fixes helped. in general I now have all the suggested fix above; separate backend and frontend, no WiFi, LE 9.2.5 down grade(now fixed with 9.2.6) but in the end I came to the conclusion the hard drive is the culprit. Once I removed it from communicating through the USB port, my rpi3b worked much better. I could never get the hard drive ever to be the direct recording location without the same issues you described above. Even with all the fixes listed above and an externally powered hard drive. I ended up buying a bigger sd card and recording to it. I moved the hard drive to a USB port on my router. I manually move the recordings to the hard drive if the sd card starts to get full.(I think that could easily be automated)
As far as the TVheadend reshowing the qvc channel, make sure you do not delete the channels within tvheadend itself, but do disable within tvheadend and not libreelec pvr section. I could not specifically tell if that is what you are doing. After doing I this way, For me, When channels did reappeared, I found the broadcast channel for the station moved and tvheadend found it during a rescan and thought of it as a new station. I am extremely happy with my setup and it is my main pvr.
