In both logs I see that it is connected to a Marantz AVR.
Can you connect it directly to the TV, reboot, and post kodi.log?

Bios is definitely up to date. Through Windows 10, the HDMI output is in the order of 4K @ 60.

I found out that via DP on the LG monitor it works fine 4K@60.
It is also strange that it is not possible to select another output in the video output settings. (at least HDMI / DP or default)
I have a TV and a projector connected to the Asrock J5005 and it works there.
Is it unrelated to the fact that the HDMI 2.0 native 4K@60 is on the RKL?
I have Asrock Z370 and i3-9100 and there is an integrated LSPCON DP to HDMI 2.0 chip.
The question is whether it is possible to adjust the Libreelec settings so that the 4K signal is on the native HDMI 2.0 output.
According to the sound output, I feel that it's HDMI#0 as in the picture.
/I tested KODI on RKL 11600 + ASRock H570m via Win10, and it goes via HDMI 2.0 4K@60/

No, it is kernel i915 driver. Mesa is OpenGL/GLES stuff. Kernel 5.13 should properly support RKL, so I'm not sure what the issue is.

EDID looks ok, no idea why Kodi is limiting to 1080. Try a clean install.

Am I to understand that the problems around the intel 750 graphics drivers have already been solved?
Is Mesa Intel Graphics (RKL GT1) a driver that should support 4K @ 60? Does it work for anyone?
I don't know if it's worth mentioning, but the official version of libreelec won't even start. Lists the missing graphics driver.

Rocket lake are the new processors with native HDMI 2.0b 4K @ 60 support and I have a feeling that no one is happy.
If I could run it at least 4K. 11600 has enough power even with the vaapi off

I like libreelec on intel platform for its speed. I use an asrock board with hdmi 2.0 and i3-9100.

I downloaded syslinux.cfg to the text editor and added the line i915.force_probe = 4c8a, but I can't save or delete the modified syslinux.cfg.
It's probably write-protected.

The graphics drivers are build into the kernel and not loaded via modprobe.
Technically you have to add the parameter i915.force_probe=4c8a to the kernel command line in /flash/syslinux.cfg.

Anywhos, it's a very new cpu ymmv with SMPs build. He would know.
But! without going in to too much detail you could try adding:
echo "options i915 force_probe=4c8a" >> /etc/modprobe.d/i915-fingerscrossed.confand reboot to see if that works.

I also created the folder etc/modprobe.d and in it "config i915-fingerscrossed.conf"
with line: options i915 force_probe = 4c8a
and no change.
When I turn off VAAPI hardware acceleration in the player, I get a 1080p image.

I tried the Asrock H570M-ITX and the new Intel i5-11600 processor, but there is probably no driver for the new GPU 750. Libreelec will run, in max. 1080p resolution, but nothing can be played. (black screen)
The official version 9.95.4 does not work.
Is there a chance it could work?

I confirm functionality # 698 on my i3-9100 + ASROCK Fatal1ty Z370 Gaming-ITX, which has HDMI 4k@60, but I set the output to 4@30, because then my Philips TV works on 12-bit colour depth. I watch movies mainly 24FPS.
