In both logs I see that it is connected to a Marantz AVR.
Can you connect it directly to the TV, reboot, and post kodi.log?

No, it is kernel i915 driver. Mesa is OpenGL/GLES stuff. Kernel 5.13 should properly support RKL, so I'm not sure what the issue is.

EDID looks ok, no idea why Kodi is limiting to 1080. Try a clean install.

I don't know if it's worth mentioning, but the official version of libreelec won't even start. Lists the missing graphics driver.

I downloaded syslinux.cfg to the text editor and added the line i915.force_probe = 4c8a, but I can't save or delete the modified syslinux.cfg.

The graphics drivers are build into the kernel and not loaded via modprobe.
Technically you have to add the parameter i915.force_probe=4c8a to the kernel command line in /flash/syslinux.cfg.

But! without going in to too much detail you could try adding:

I tried the Asrock H570M-ITX and the new Intel i5-11600 processor, but there is probably no driver for the new GPU 750. Libreelec will run, in max. 1080p resolution, but nothing can be played. (black screen)
The official version 9.95.4 does not work.

I confirm functionality # 698 on my i3-9100 + ASROCK Fatal1ty Z370 Gaming-ITX, which has HDMI 4k@60, but I set the output to 4@30, because then my Philips TV works on 12-bit colour depth. I watch movies mainly 24FPS.
