so please test again and send me the log files for h.264 & hevc/h.265 so I can pass them cgutman (the moonlight dev).
Here you have: H.264, 1080p/60 a couple of seconds ok, and the a few black frames, HEVC completly black screen.

Emulationstation, Retroarch or Pegasus? Could you test some stuff like N64 which uses GLES? It would be interesting how fast games run, you can enable the fps counter by pressing F3 btw.
Well, the Super Mario 64 intro, runs at an average 45 fps, 50 highest 38 lowest.
In gameplay, as soon a Mario comes out from the pipe 38/39 fps.
No major issue, my setup is a little more complex than usual (my audio card tunneled from a WRT powered Routed with pulseaudio, took me some work).
My only problem (and unrelated to your work) is that the QT environment and Splash works at 4096*2160 my TV is 3840*2160, and i lose the sides, probably got to edit the config.txt to force a hdmi mode.
Besides that, all is well.
I'll repeat myself, GREAT WORK.
Please tell me if you need something else tested.

IFAIK moonlight-qt doesn't support HEVC on the RPi4 because the HEVC decoder is stateless.

Same as above, beside that you can try to change the video decoder to h.264 in monnlight-qt settings. Maybe the HEVC/h.265 decoder is quirky
Still testing, the default is HEVC, and yes, is all garbled, but h.264 at 1080/60 lags and insert a couple of black frames.
It's not an issue for me actually, but as i said, i'm testing.
Before i report some kind of issue, i make sure that i've tried everything i know to solve it, or at least pinpoint the problem.

It's moonlight-qt.py & located in /usr/bin
For every Kodi playback related issues this is the wrong place. If moonlight did not start then upload the logfiles, since I don't own one I'm groping in the dark if it comes to RPi4 issues.
Yeah, the playback issue was a one time only.
And with moonlight, yeah, i meant moonlight-qt,py doesn't exist in /usb/bin

From what i see y "pactl info", there's no Sink nor Source loaded.
Should be something like:

When I turn on everything there is no boot rainbow swirl, the lights start flashing and they only stop when i turn everything off.

Hi, i'm still thinking this throught.
But i think you would have to load your sinks in PulseAudio.
Example: pactl load-module module-alsa-sink "etc" For every output, and respective params (channels, map, alsa card, output name)
Then combine the sinks.
pactl load-module module-combine-sink "etc" (output names, map, channels)
Haven't tried anything like it though.

Been working with Valve in order to get it to run smooth on OSMC and now its time for librelec and all of the people that done great work so far to add and contribute

I installed Librelec on my Rock 64 today,
I don't have any particular freeze, i've got the 4 Go DDR3 version, the only difference is the PSU, i had to buy a PSU from amazon because the rock "stock" one just got killed without doing anything.. (One day i plug my rock64 and my rock led were blinking like crazy, after a bit of research with my multimeter, the PSU wasn't capable anymore to power my rock, so i changed it).
Unfortunatly i got a issue with video playback. 720p, i don't have a FPS counter on the screen but the framerate i think is about 20 FPS, also in 1080p (even worse).
I tried with youtube, and unofficial Amazon and Netflix app (those two apps are my goal, i've leave android tv because i can"t use them anymore due to windevine L3 only. Then i tried on librelec and both apps are working fine, execpt the video is laggy (not buffery)
What's the issue ?

I've used 2 Class 10 SanDisk, 8GB and 16GB
YouTube worked at 1080p 60FPS very smoothly.
Netflix at 1080p was impossible, cause is software decoded. Only at 720p
I don't own an Amazon Account so i can't tell you 'bout that.
Hope we can solve it.
