Is it possible that my isp is blocking my connection? If so, how can they do that?

I have rasp pi3 setup with Libreelec and Ares build. I have had issues with the connection to the Internet even though the settings show my wired connection is connected. As I mentioned, this is sporadic so I'm thinking the motherboard may be bad? When it won't connect, my time and date also shows the build date and time (June 22, 2016)
Anyone have any thoughts on the issue?
