The model is a samsung UE40C6000RW .
If you change the setting via xrandr Kodi responds to the Xorg forced change but does not save it. To save it you'll have to force the change to 0xe4 and then go into Kodi settings and set the same 30.00 setting there. It should then be saved; do "systemctl restart kodi.service" and Kodi should start up in 1080p/30 on reboot.The kodi-xrandr output looks like a listing of all possible HDMI modes rather than a normal (more limited) EDID based listing of the actual modes supported by the connected TV. Do you have the NUC connected to the TV via an AVR or any kind of video switching device?
ok I got it booting at 30hz refresh rate.
No, the NUC is directly connected to the TV. I have a soundbar connected as well. I tried with disconnected soundbar, no change.
the first option my tv can properly display is 0xe4 aka 1920x1080 @ 30hz.
If I reboot the setting is lost and it tries to display 1920x1080 @ 60hz again. Is it possible to override the autodetection?
Can someone share output from "cat /var/log/Xorg.0.log | paste" and "/usr/lib/kodi/kodi-xrandr | paste" please. It has nothing to do with Kodi itself so debug logs from that aren't going to reveal anything. It's mostly likely to be related to the Intel driver in the Kernel.

/usr/lib/libreelec/factory-reset

the tv output is still no good.
I think this is a problem with the x driver for the intel GPU.
today I downgraded, cannot find a solution to the problem.
If I plug in the nuc in my pc monitor display is ok.

This are the most recent buils from one of our devs. Your issue might be a driver and modesetting error, which already might be fixed in the build I linked above. Those builds mostly go mainline, so there is a good chance if it's fixed there, it will be fixed in the next version.

After upgrading from openelec stable to 7.0.2 my tv can no longer display the resolution 1920x1080@60hz. This worked perfectly before.
The NUC has a Intel HD Graphics 4400 GPU. The boot sequence shows the NUC boot options (F2, F7..) correctly at resolution 1920x1080@60hz. As soon as kodi starts up, the tv shows a "Resolution not supported message".
