The problem is that according to your logs the rr-config-tool wasn't started or did not run properly so it won't create the settings.xml and so later no proper asound.conf will be created.
settings.xml is created if I change something else in the plugin, such as the kms setting. the problem is not the settings.xml cannot be created, it is that whatever runs to create asound.conf on boot or from the plugin when you select a device from the addon does not seem to run.
efi or bios boot on the installer? are you "burning" the install image on windows, linux, or mac?
With the old image? Try the recent one.
No different. Can you give any more detail on your setup? Device, bios/efi boot, install, the steps you take to create the asound.conf file.

I do a clean install on an usb-stick later this day to make sure it's not a bug that is only triggered by clean installs
I get the same behavior running live off a usb stick.
As a workaround you could open \\your_device\userdata\addon_data\service.rr-config-tool\settings.xml then change the audio device to <setting id="RR_AUDIO_DEVICE">hdmi:CARD=PCH,DEV=0</setting>
This file is missing.
/bin/sh /usr/share/kodi/addons/service.rr-config-tool/bin/rr-config-tool.start this should at least create a working asound.conf
This works as I stated when we started this thread to create asound.conf, even without a settings.xml.
Ok, i don't know. I have tried everything I can think of (different nucs, different flash drive, running live, testing memory, etc...), same result. Starting to think I am doing something stupid or you are doing something very specific with your clean install to generate the asound.conf. Do you go through the initial setup? If not, when do you connect the network? Do you have to go into the kodi audio settings if the default works? Do you update first? Does the select output device actually do something, beside log an error? It seems like the plugin loads, it only complains if I click on that button. The main problem is an asound.conf is never generated.
Maybe a clean install helps

Clean install and update to latest is all that was done.

No difference w/ reinstall of build 20190305-fed2e29 and immediate update to latest build 20190404-1cc7fad.
You use a quite old build? Have you tried a recent version?
20190305-fed2e29, which comes from the download link on the first page. I could not find the download link for the latest build, so I assumed you first installed this version and updated to the latest (which I have not done).
So what did you actually do? You open the addon then select the field "Select audio device" and press enter? Then happens nothing?

Well the Kodi debug log is somewhat useless if the problem is not Kodi specific.
I suspected it was kodi specific due to this line:
ERROR: RunAddon: unknown add-on id 'service.rr-config-tool', or unexpected add-on type (not a script or plugin).
I didn't see anything else relevant in any of the other logs.

Correct. When i try to select an output device nothing happens. All i can change is the backend settings.
Because this is pretty much a standard output.
Understood, when I run /usr/share/kodi/addons/service.rr-config-tool/bin/rr-config-tool.start manually, i was able to generate a .config/asound.conf and got sound. Also without selecting an output, pulse backend occasionaly (rarely) works if I autodetect.

Installed 20190305-fed2e29 today on a nuc baseboard d33217ck and having audio issues. Audio works fine in kodi, but i cannot set the audio device in rr-config. also .config/asound.conf is not being generated.
