What about sunshine on host computer and moonlight plugin (actually exits libreelec on start and restarts it on exit)? I am casting my laptop to librelec this way.

now i have only chance to use kodi and steamlink together on RPI, and thats raspbian instead of libreelec
If someone use rpi as retro gaming emulator there is steamlink support in RetroPie - but retropie is not good multumedia center
I am missing all-in-one solution here

For all-in-one solution it would be OSMC. It is based on raspbian so the Steam link is already working on their RPi builds. Hopefully devs of libreelec for RPi are going to find the solution soon as well. I find libreelec's support of retroplayer and Steam controller (crucial for me) a bit better than the osmc's one.
