I'm trying to do exactly the same as you and have run into the same/similar issue. Could you please let me which version Openelec you have installed and which addons/drivers you have installed.
Currently i have tried LibreElec 8.2.5, with HTS Tvheadend 4.2.3-20 ~ LibreELEC Tvh-addon v8.2.112.

Please check wether dvb driver is loaded and
verify that no dvb application (i.e. vdr) is running.This is driving me mad so would appreciate any happy you could offer. Thanks
