this just works if your playlist is manual created, the majority is just some url that get updated

Just to mention a workaround "Ember Media Manager", this is quite handy and you don't need to trust Kodi for this task

Its a bit difficult to get an catch all text that works in different countries but the german law is basically covering everything so you have at least an idea about what is up. Also we are hosting in germany so this text is at least kind of correct and "needed".

for windows in general Dvbviewer is the "gold standard" as dvb server similar to what is Tvheadend at linux
that doesn't fix your problem just shows some alternative

Yea so likely an pvr addon problem. For Windows dvbviewer is the reference that works best.

It's something some AVRs need that they won't go into standby. If you don't have this problem don't use it

It's an Kodi bug and fixed with K18.2, but in first place it's very unlikely you need it. It's just needed for very old not HD screens and analog tvs. Otherwise it's 99% that you have just set wrong settings at your screen.

long story short, there are no addons yet from the latest master build. These are already done but currently a backup is running and this takes a while before the new one are avaible. -
did you activated the crazycat (tbs) drivers at the driver chooser ?

you can try rufus too, this is basically the gold standard at windows
