basically the addon hasn't updated yet, you can force the update at the Kodi repo settings (left menu)

WinTV-soloHD or WinTV-dualHD reported as working okay, no idea if they work well at RPi4 (but likely they do)
-
it is a Kodi bug that is already fixed and should arrive our nightly builds soon
-
milhouse builds LibreELEC Testbuilds for RaspberryPi (Kodi 19.0)
dmesg looks okay so likely the support is not there at that version, I would try a build from ^^^
if it does not work pls share an dmesg | paste again
btw make backup !!! you can't downgrade

The not that good usb hw at the RPi combined with a not that good usb hw at the dvb device creates random problems. The commands above disable some fixes at the kernel that has usually working well at proper hw.
So it's a bit hit and miss.
But great to hear that it works.

Do you use an Raspberry Pi ?
you could try to add dwc_otg.fiq_enable=0 dwc_otg.fiq_fsm_enable=0 dwc_otg.nak_holdoff=0 to your cmdline.txt at your SD card
pls make a backup from the cmdline.txt before !

not sure I can follow
we have Tvheadend 4.2 server at our addon repo
if you need Tvheadend server 4.3 (developement version) you can have a look at my signature for builds
the pvrnext server is now avaible at linux, I was not aware of it
this is not at our repo, meanwhile you could use docker for it - if needed
-
try the "Drivers from latest Kernel"
not sure if they work but you can easily try it (if not pls share a dmesg | paste)
you can also try an recent milhouse build that come with 5.3 and pre Alpha of Kodi19
-
why not using an docker ?
-
did you tried "refresh addon repository" from the addon submenu ?
normally you should have plenty of addons to choose
-
Any ideas?
just to test if there is a setup issue call
kodi-remote from terminal
it should just work and is basically just an kodi-send wrapper
-
you need to check if your new user has the correct rights, you need more then default rights to get an connection !

the current buyable (since ~march 2018) S960 is M88DS3103B also every other current buy able DVB S2 USB device is M88DS3103B that has limited/none Linux support (nothing in mainline kernel) with identical name
-
It works out of the box.
is the "new" one V3 ?
-
updates are pushed to the server and are now available
-
Is your Plugin newer?
9.80 means it is for LE 10 that is Kodi 19 (pre Alpha)
4.2.8-35 is the actually Tvh Version
-
if it does not work out of the box you are out of luck
you can try to activate the crazycat drivers at the driver chooser addon - then it may work, if not you are out of luck
