I should just work, check your kodi setting, maybe there you need something to adjust (sound, screen resolution ...)

I would be happy if somewhere such a matrix would be available. Its quite complicated and overall rather fluid. You need also ffmpeg support and ofc support does not mean support in many terms.

did you tried an recent Nightly LE version, Kernel 5.7?
It is very likely that the 5.1 Kernel has problems with that stick (maybe DVB related, maybe usb ...), everything else you tried (tvh board matrix) has an much older Kernel or the Ubuntu versions carrying massive kernel patches.

There is an option to have Windows 10 read from EXT4 partitions, but not write.
there is at least Paragon that can read/write at Ext2/3/4 from Windows (shareware)

That won't work
1. make sure there is any DVB-T at all, most countries have DVB-T2 only these days
2. uninstall PVR IPTV (that one is for recieving internet streams)
3. install Tvheadend Server addon (from LE repo)
4. open http://your-box-ip:9981 to setup Tvheadend
5. install PVR HTS - that i the Tvheadend Client for Kodi
you need to setup the stick at Tvheadend, then scan for channel, just after that you can use it at Kodi

that is already supported at LE9.2 (Kodi 18)
And full Chome web browser.
that is also already there, kind of, at LE9.2
but be aware, its just hacked ontop of LE, it has still no integration at Kodi, maybe that get happen at Kodi 20

Kodi can act as UPNP server and client.
I guess it is not really clear if you need the server or client part. For the server part you can use MiniDLNA to make it work, ofc Kodi would still not show it.

You can actually convert the perl script into a all in one script with some perl packager that includes all dependencies etc into a single blob.
It works but was a mess so never included it.

Athlon 3500+ is a 15 year old CPU, so it is easily possible that we "optimized" the support away.

then choose crazy cat and try again
