with some additional software hosted somewhere else you get basically that, its not really fitting into LE but nice for SysOps ppl

We changed to LE11 and you likely track LE10 nightlies that stopped now.
The LE11 builds are not really usable yet.
its is similar to a AMD E-350 that was slow 3-4 years ago but worked okayish with mpeg/h264. So it might work for those kind of stuff, but don't expect "performance".
there is the "Boblight" addon at our repository that includes the daemon
just saying the modern alternative to it is Hyperion (we have too)
afaik there is a oscam addon at the docker linuxserver docker repository
you can install the linuxserver.io repository (just have a look at the libreelec addons repo) and add there the oscam addon (that pulls the docker)
fix was merged and the update should be available end of week (maybe sooner)

The gui should stay at FHD beacuse Kodi Gui runs in "software" so you get better performance with FHD and basically the same quality because kodi artwork etc is FHD.
Even if the gui is FHD, Kodi switches to 4k at playback and jumps back to FHD while at the gui.

its an difficult topic, L10/K19 supports HDR but just at some platforms
for Generic you need a "testbuild", this is still work in progress
Does LE upscale the video stream to 4K ?
Kodi upscales to whatever resolution you setuped (you should not go over 1920x1080).
Then at a 4k TV the TV upscales your 1920x1080 to 4k.
If the upscale looks horrible have a play with the scaler settings at the playback menu. Usually it is not that bad.

pure default, catches the epg from your dvb signal works for all german stations without a problem
