Currently there is STT for LE in the works (okay kodi ...) and this works already pretty good, I also saw that they offer TTS with likely much more real sounding like voices. No idea if "proper" backends are also supported at all ? So maybe worth a try to implement this too.

How can I upgrade from 8.2 to 10.1?
8->10 is not working because we use a different compression format at LE10 that is not supported at 8.x and 9.0
so you need to update to 9.2, then update to 10
that looks not too bad but can you try a different one ?
I can't rule out a defect at the RPi or the Hat, so all I can say it should just work.
Was there a OpenELEC -> LibreELEC update before ?
If so likely you partitions are out of date (you need a 512MB Boot Partition).
Backup -> reinstall -> Import Backup is a solution, you could also fixt the Partition size with "Gparted Live"
If not, try 8.2 -> 9.2 -> 10 Update.
The TV Hat works plug and play, so it should just work.
Its unclear why it is not working for you so lets do some basic tests
Try to install LE fresh at some sd card without anything changed, just boot and install tvheadend and have a look (also keep all usb devices disconnected).
If this is not working, try a different powersupply (shot in the dark).
If you use a clean LE install + Tvheadend it should work OOTB.
you can workaround with sed, but difficult to say without knowing what you try to achieve
The dmesg looks empty, can you try to boot without your usb devices connected it this changes anything ?
Also pls have a look that you connected the hat properly (I can remember I accidentally shifted it 1 pin while connecting it).

you can manually edit the databes files (sqlite editor like heidisql) but its likely easier to just rescan from the new location
pls go to the driver chooser addon and select there "default LE drivers" and reboot, afterwards it should work
you have actiavated the dvb-latest driver package for some reason
It is basically much too old, the drivers from this area are not too good and basic things to bring multimedia playback are basically missing.
