There is no dev that is still developing for LE8.2 so unlikely anyone could do it quickly. Is there anyhing fixed/needed in that minor changes that we would need ? There is ofc the possibility to update it LE wide, but without a real reason there is no need to.

LE builds it own toolchain that build all necessary packages for the desired arch. The scripts around packaging it into an bookable image.
I guess you run into the limits of the RPi, the RPi shares the USB + Networkports over an USB connection. This is known to be very limiting.
The bandwidth of DVB + recording + sharing them over network should be too much. DLAN isn't helpful either as it is known to have dropouts.
You could test if it works with LAN, if not I guess this is too much bandwidth.

those snr etc values are mostly bogus so I guess nobody has really invested too much time into it

Hmm no idea, never saw such an behaviour. You could try an recent LE9 build if its better or not - but as it is such an minor problem and affects basically nothing there is likely not too much effort to track it down and fix it ;D

I have no build environment ready so I can't quickly build it for you.
could you try an build from here LibreELEC (unofficial) Kodi builds for additional DVB Drivers ? There pls try TBS and CrazyCat ... I would say an driver problem - maybe this is already fixed - maybe not
btw the problem you are facing is that kodi never updated his repo data when your device had an internet connection, that is a know problem and likely fixed in 8.2.3

Have you also enabled the 'Wait for Network' option to 30 seconds (Raspberry Pi's are relatively slow) so the network is initialized properly at boot?
After that, try refreshing the Kodi repository via the slide menu on the left of the screen.
After a long time, it finally starts working and showing data on the channels.

Its likely an Tvh/Kodi problem that it doesn't shows it
you can try the latest Tvh from here Tvheadend nightly builds for LibreELEC if this fixes it -> make backup of your userdata before updating
did it worked before over newcamd ?
if newcamd is misconfigured only one provider is working
you need to build yourself if you want the latest version, but we ship basically an up to date version - we are just missing 6 commits to the latest
If you have an oscam version that is build for LE then yes.
The current one is rather up to date, there are only 6 commits between current version we use and the up to date Version.
you can use moonlight that allows similar stuff but an real steam client/steam in home sharing is not possible
Sadly there is no open source client for it - would be a real nice thing to have it.
