Did you put the LibreELEC-RPi2.arm-8.2.3.tar to the update folder ? Because OE doesn't understand the img.gz as update file.
Tvheadend has some kind of SMB mount capabilities
Tvh never had these capabilities (also no NFS ...), you have to mount the fs to your box to make it work.

the Kodi Gui should ALWAYS be set to 1080p - its bit confusing but that is the right approach
you could try if a build from here LibreELEC 8.x images for additional dvb drivers works, btw if LE9 works

There are no updates at all at those drivers that is why I am a bit out of ideas. Maybe some USB power problem, MAYBE !? Try another USB port.
currently you need to compile the addons at your own, they are not yet updated at the repo for LE9
you can ofc use LibreELEC Testbuilds for x86_64 (Kodi 18.0), there are a lot addons already included

yes this is rather suspicious, I wasn't sure if it is just an bogus warning at the log or a real problem, the Tvh log shows nothing so it basically an driver problem -> I wonder that it had worked at all

not really, but there are some switches out there with "smart" features that "optimise" iptv etc ... they are known to create problems - a classic dump switch should do it - no idea why this switch is failing, maybe try an other port ? Try port 1 or 8 - maybe there is some safemode or something.
