Sorry to sound like a newb but where/how do I modify the boot params after writing image to SD?
The param belongs to the end of the content of cmdline.txt. Editing works the same as on config.txt. -

In your case it's smart to have two RPi's: RPi3B+ with 9.2.8, and RPi4 with latest LE.
LE had massive improvements for 4K/HDR during the last years, but none for 3D.

Just to keep this up to date, still broken with 11.0.3 generic
Go to Settings -> Player -> Videos, and activate "Expert" mode for the GUI.
Then go to "Processing" section, and play around with DRM PRIME settings.

Are you on "Expert Mode" at display settings? Otherwise "Video Calibration" is invisible.
Always use the default skin for settings. Other skins are often incomplete, and some settings are missing.
LE 9.2.8 is the latest stable CRT version. I suggest to use another microSD to try current LE versions from time to time.

You have to install from scratch, if you upgrade from LE 9.x to LE 10+.

Working properly with one drive and not the other makes me think the configuration is basically correct, but there's an incompatibility with that Seagate drive.
In that case upgrade to latest LE with latest Linux kernel to get up-to-date drivers.

Only enable_tvout=1 at config.txt, if I remember correctly. HDMI mode also goes to config.txt on LE 9.2.8, if needed.
