It's AirPlay for Android. It's a screen mirroring service, directly provided by Android OS. Google it, that's not our turf.
BTW: The Android implementation is called Miracast. Together with the Kodi app it might work for you.

That's not necessary. A USB stick with a Linux "Live" distro can boot on a Windows PC. I guess there are also Windows programs for EXT4 access.

Of course you can try other options, like playing with frame rates. Personally I would try the <fpsdetect> options next. Kodi is no professional video production software, so we don't have measurement for perfect playback speed. You have to experiment.

It's legal, but due to the amount of illegal misuse we don't support it.
I don't know why, but it seems like the problem has been fixed by changing the HDMI cable to a certified 2.1 one. The old one was brand new but it was 2.0 and apparently could not handle HDR at 24Hz.

Maybe Windows has the right driver for EAC3 over LSPCon, but LE doesn't.
Since you run Windows on the same machine, updating all drivers and BIOS/EFI should be easy. Sometimes a new graphics driver affects HDMI firmware, and that firmware might fix the EAC3 issue on LE.

Create an advancedsettings.xml file. You can adjust A/V in both directions.
If A/V is out-of-sync constantly with the same time difference, then you can adjust it manually.
