Wasn't aware of the 'Wait for network' option. That did the trick! 10 seconds works. Thanks!

I recently installed libreELEC on an Odroid C2 and went ahead and copied the advancedsettings.xml from my previous machine and suddenly I cannot connect to my mysql server. I listen to the traffic on my server while the Odroid boots up, but no mysql traffic is noted. I ran netcat from libreelec to make sure no firewall rules are in the way and that worked perfectly.
