what do you want to add to comdline.txt to solve the issue?

the mouse is very jittery and sluggish.
To fix this fault i need to add the following to that file.

My mouse is not working correctly

I need to edit the following file to fix this

/boot/cmdline.txt

How can i do this as there is no access to the file??
