CvH: It was not missed. The "excuse" not including this was not to broke something else. Who knows what else can happen for 99.99 % of other users.
I only used libcec version 3953f8d for most users and for dbrosy 1a8dc6c with one extra patch. But I think the change itself could also be applied to 2fc92b5 because it is just one commit if I remember correctly.

After many trial, I managed to install TVheadend 4.3 from zip-file and PVR IPTV simple client 5.2.1 via add-ons.
Well, for tvheadend you need to install tvheadend htsp client not iptv simple.

Of course you can play hevc files. And this is the issue found too late: 8.2.0 on rpi2 or rpi3 freezes on hevc playback

Depends how you install on it. It should be using whole disk - storage partition is resized on first boot.
