windows ask me that storage partition needs to be formatted and the only option I get is FAT.
So it is user error after all. What a shock!
Don't format anything from Windows. Just write image to SD card and then eject the SD card. And everything will work so much better

If your storage partition is FAT then you mess something by hand. Did you? Or you wrote image on SD card and boot RPi. And RPi expands storage partition to use all available size on first boot. Only System partition is FAT but Storage is EXT4.

Well, I'm not sure for RPi console. It exists for x86.
You could try installing VNC and see if this service works.

Last option is to run tcpdump on RPi and see if any packets come there. And if ssh server even runs. But I'm not sure if this is possible on RPi locally on TV.

You just need to enable ssh and it should work.
One option would be that ssh server starts to early when there is no network connection? Try disabling it from LibreELEC settings, wait a minute and then enable it back. And try connecting again.
I out of ideas.

Seems for some reason SSH server on your RPi is really not running.
Do you have anything special configured on RPi? Like having storage on USB stick or it is "normal" instalation what LibreELEC provides? -
Well, in case of strange network problems I always use Wireshark and see what happens on network level.

How are yours computer and RPi connected? On the switch, modem, ...
And what are IP addresses of your computer and RPi?

You could enable IP: Foo (IP protocols) over UDP and you will get NET_UDP_TUNNEL too.

Why LE doesn't react to these errors during startup (doesn't start fsck)?

Last time I checked fsck was run every time on boot. Not sure why in your case doesn't detect and fix errors.
