I would say the TV or Soundbar has a CEC issue - may just be a simple setting. If you plug the rpi directly into the TV (same hdmi - not a different one) and the TV doesn't turn back on, then the rpi is not the fault.
Did you say you disabled CEC on the rpi ?

After shutting your TV off, disconnect the hdmi cable from the soundbar to the TV. If the TV doesn't turn back on, then start over and disconnect the hdmi cable from the rpi to the soundbar. That will tell you if the rpi or soundbar is at fault.

Are you using an SD card, USB Flash Drive or USB Hard Drive to run Libreelec ? Do you have another one to try ?

Local media ? Wired or wireless network ? Video from addon ? Your hardware ? Link to info regarding the freeze ?

I would also try different cables and even another RPI power supply if you can.

Only a guess but maybe your settings are wrong. Either video or network. If there was a problem with LE 8.2.3 and RPI 2, this forum would be filled with similar threads.
