The cpu is from 2009. Maybe the hardware is no longer supported.

I would provide a Kodi debug log as asked. Why use .M3U8 instead of .M3U ? I thought .M3U8 was used mainly for streaming.

My Logitech K400 USB wireless works great with my Intel NUC running Libreelec. I just plugged it in and it worked.

I have the same setup. My "normal" PC is an Intel i5 NUC (DC53427HYE). My remote is a Logitech Harmony 650 running the Microsoft Media Center Extender profile. The USB IR Receiver is an HP 5187-2503. I do not have the issue you describe.

Try playing music without the network. Maybe a USB thumb drive. Have you tried removing other add-ons ?

There is a similar thread about an older wireless USB Network device no longer working in recent versions of LE. I'm sure there are newer devices not yet supported in LE but they may be in the future.

I have an idea. Install a much older version of Libreelec and see if the controller is recognized. If it is, that would confirm the newer versions have dropped support for it.
