I guess it depends on the make and model of your NAS device and how you access the shares.

I would provide a Kodi debug log as asked. Why use .M3U8 instead of .M3U ? I thought .M3U8 was used mainly for streaming.

My Logitech K400 USB wireless works great with my Intel NUC running Libreelec. I just plugged it in and it worked.

I have the same setup. My "normal" PC is an Intel i5 NUC (DC53427HYE). My remote is a Logitech Harmony 650 running the Microsoft Media Center Extender profile. The USB IR Receiver is an HP 5187-2503. I do not have the issue you describe.
