I wonder if the problem could be router related. If his Windows 7 machine can't access the Windows 10 computer, either the router is bad or his Windows 10 machine is hosed.
I'm sure he must have rebooted the router.
I don't have the patience to read all the posts again, but is this a wired network ?

Maybe trying another program to rip (backup) the problem DVD's would help

If another Windows computer on your network can't access your Windows 10 shares, then Libreelec won't either.
If that's the case, you might want to try a Network Reset. Here are some instructions:

From another Windows computer on the same network, enter File Explorer and at the very top of the window, click a blank area in the long drop-down box directly under the word VIEW. The words there should turn blue. Enter the Windows 10 IP address exactly like this: \\192.168.0.8 and press enter. You should see all your shared folders in the right pane.
You can also press the Windows start button in the bottom left corner and type \\192.168.0.8 and press enter. That should display your shared folders too.

Will they play when connected locally ? (no network)

Again, you should add some media to your Windows 7 computer - set up password protected sharing and try accessing your media. If it works, then your problem is the Windows 10 computer.
Remember, the Windows 7 computer will have a different IP address.
I don't like the idea of editing a password file using SSH. The "add network location" method should work just fine.

I have an idea. Put some media files on your Windows 7 machine and see if you can access and play them. Don't forget to set-up password protected sharing on the Win7 machine.

I would check my posts #12 & 26 again and make sure you covered ALL settings. You could reboot your router and make sure the Windows 10 IP Address is the same.
It looks like you covered all bases. Make sure you don't add any slashes when inputting the IP Address or share folder.
You said it worked before you rebooted (restarted) your Windows 10 computer. Then the problem must be Windows 10. You could also try a Network Reset (last resort).

Do you use a different login and password for both user accounts ? If so, try the other user / password.

To eliminate the WiFi connection as the problem, can you connect via ethernet or attached storage ?

Make sure that's the correct IP address of your Windows 10 Computer. I have included 4 images of my settings in Windows and Libreelec. Even though I added kodi / kodi for user / password when adding a share path manually, notice I have two password options turned off.
