Later, in post #4 you said "I am attempting to connect to the HTPC from a Windows 10 PC."
They are confusing statements. Are you trying to access your Windows 10 shares from your custom AMD HTPC ?
My HTPC smb path to my win 10 server is: smb://IP/media
It would also be helpful to know what hardware and network you are using

What Repo started it all ?

I found it listed on this page as a zip file. It's a CoreElec page, so I'm not sure it will work with LE.
I checked my HTPC and it has 2.3.15
Did you try to update yours ?

Go to:
- Add-ons
- LibreELEC Configuration
- Updates
- Click on Automatic Updates and change to Manual
- Click Update Channel and select LE 9.0
- Click on Available Versions
- Wait until version list appears
- Select latest version
You might get better help if you post here: Allwinner
It sounds like a hardware problem. Loose or bad cable, motherboard or graphics card / chip problem. Even the power supply is suspect. Try giving it a good kick in the pants. ☺
Two days later, debug submitted, no response. All I want to know is if this is a known issue or some acknowledgement it's being looked at? What's the point in reporting issues if there isn't any feedback...

I submitted a Kodi bug report TWO YEARS ago and I'm still waiting. You have to remember though that LE and Kodi members and staff are not paid for their time. Patience is a virtue.
Is you RPi3 using wifi or ethernet ?
You said you use Kodi on other devices but you didn't say what devices or with what OS (Windows or Libreelec) ?
Do you have any problems playing local media (connected via USB) ?
