Do you still have the same problem playing files from a direct connected USB Flash Drive ?
It's Microsoft Media Center Extender and the device is NOT Kodi, it's Intel NUC.
I have 2 Intel NUC's (DC53427HYE) and Harmony 650's.
The Harmony is running the "Microsoft Media Center Extender" profile for the Intel NUC (the device). The power on and off functions have always worked without modifying anything. I created an Activity called "Kodi" which powers on all my equipment and selects the proper inputs. The Harmony power off button sends the off command to all components and everything shuts off.
Go to Add-Ons and then Libreelec Configuration. Right-Click on it (bring up context menu) and choose "add to favorites"

Your original question was where to place the ROMs. Now you want help with a game addon ?
Did you try asking for help from the appropriate addon page ?
Add your ROMS (files) to the games folder on the main screen

Are your mp4 videos self-made or downloaded ?
Is your external HD connected via USB ? How is it powered ?
Have you tried connecting a USB thumb or flash drive ?
Do a complete backup and fresh install. I don't see a need to increase partition size.
Ralph, it may be helpful if you mention your hardware and network setup. Are you still running Libreelec 8.2.5 ? If so, have you tried to update using the built-in updater ?
