Did you use the hdmi port next to the power jack ? You may have to change the audio settings in Kodi.

He did say RPi4 but that's all. No mention of AVR, TV or what Audio Settings he tried. He may also have used the wrong hdmi port on the RPi4.

- Try connecting the dongle to a usb extension cable.
- Install a Bluetooth extender. Look on Ebay & Amazon and also look on YouTube for tips to extend your Bluetooth range.
It sound like your PS3 has a more sensitive Bluetooth receiver
