I found the SOLUTION!

I did a reboot and that solved the problem

Hello LibreElec!

I just installed LibreElec from scratch. And when I try to open up skin, to download new skin. The dialog dissapear.
Interface settings -> Skin -> Skin dialog opens -> Get more ... = The dialog box dissapear

Version LibreELEC 8.0.1
My device is Raspberry PI V2
Wifi is connected

SOLVED!

Apparently after the install process. It needed to restart to work
