Dvorak Keyboard Unavailable

  • I am running Kodi on Libreelec on a Raspberry Pi 5. I have found three separate places where it appears that you can set your keyboard layout, but none seem to be able to change the system-wide keyboard layout for typing on a keyboard.

    • Using the LibreELEC configuration add-on in Kodi I have set System-->Keyboard-->Keyboard Layout-->dvorak. This doesn't seem to do anything.
    • I see an option at Kodi-->System-->Regional-->Virtual keyboard layouts but I am trying to change the layout for typing with a keyboard and this does not seem to be what I am looking for.
    • There is a setting at Kodi-->System-->Input-->Hardware keyboard layouts which does seem to change the system-wide keyboard layout, but Dvorak is not an option listed there.

I have tried to do my due diligence and researched this topic in multiple places, but cannot find a an answer. I have a bluetooth keyboard connected to my Pi and would like very much to enter passwords and searches in Kodi using the dvorak layout, because that is what I use to type. I previously had Raspberry Pi OS on this Pi and could type in Kodi using dvorak, but since switching to LibreELEC, I can't seem to make it happen.
