Wanted: Build instructions for LibreELEC addons (tvheadend with transcoding)?

Where can I find instructions on how to build and pull the source for plugins for LibreELEC Generic x64 (specifically tvheadend with transcoding)? I'd like to try to help tacking down issues re the missing predefined muxes for atsc-na.

I've built LibreELEC and OpenELEC many times for both x64 and Pi2.
