Whitelist grayed out with SDTV - can't enable 3:2 pulldown for 24fps content on 60hz TV.

I'm using my RPi 3 B+ with LibreELEC Kodi 18, and I'm outputting via Composite cable to my NTSC CRT TV set. 📺

The image quality is perfect, and I'm happy with everything except one thing.

24fps content has judder, and I seem to be unable to turn on 3:2 pulldown as a result.

Could anyone help me enable 3:2 pulldown on my setup?

I see no judder issues with 24p videos on my CRT TV. 3:2 pulldown should just work when composite is outputting NTSC.
